working and tested solution  : 

 

Download           “Tweaking.com – Windows Repair”

Run As Admin

Do not reboot

 

Click on start

 

Reboot After Changes

 

 

 

Beta solution (not tested by me )

 

Win+R and type in services.msc. find cryptographic service and right click to go to Properties. go to Logon tab and change log on as to Local System Account. click ok. Restart service and your problem goes away

    Thanks for the tweaking cryptSvc fix and the subinacl tips

    The tweaking repair is broad and opaque. I would prefer to create a subinacl script that just repairs HKCU…ProtectedRoots for CryptSvc, like the manual regedit repair.

    I’ve already used subinacl to dump the ProtectedRoots perms. Now we need to figure out which ones to repair. We’ll need direct email to figure this out.

    While changing the cryptographic service logon to local gets Chrome working, for me it stops windows update and even nvidia updates from working/installing. The only way round this is to restore the logon of cryptographic service to LOCAL NETWORK, do the installs and then change back to local account to get chrome working again.
    A pain in the backside really. Be nice to have the permission issues fixed so that it cryptosvcs can operate under the default logon of LOCAL NETWORK.

    Chrome “establishing secure connection”. The tweaking.org fix definitely worked.

    Before this fix, since about May 2018:
    Windows 10 Pro on i7, 32gigs ram, Intel ethernet card etc…
    In chrome I was able to load *unsecured sites instantly.
    *Secured sites would not load and sometimes randomly load after as much as 1 minute.

    This has been going on for months. I use waterfox, edge, firefox and not chrome for the past 5 months.

    I ran the Tweaking.org fix above:
    *secured sites load instantly (again) and so do *unsecured sites
